Who Will Be The 13th Victim

A city in the grip of a bitter winter is being terrorized by a killing spree which has already taken 12 lives.  The city is outraged as the police force appears helpless.  The fist break in the case occurs when the naked corpse of a young woman is discovered encased in snow.  The police call it a suicide, but an investigative reporter feels the story doesn't add up and suspects a cover up.  Working on his own time and using a trip given to him from inside the police force, the reporter uncovers the terrible truth behind these brutal crimes.
